Soviet ERA Mosin-Nagant double chambered oiler.
This double chamber design would usually be used for Mosin-Nagant M91/30, AKMs rifles, Type 56 SKS (Chinese), and in the Margolin pistol tool kit.
Where as a similar single chamber oil can would be for the AK.
Designed to hold both an alkaline oil (liquid solvents) and a neutral oil.
Alkaline oil softens hard gunpowder residues, for easier cleaning, although this type of oil is corrosive.
So you would use the Alkaline oil first to clean the barrel, then clean it dry with a cloth and oil other parts of the weapon with the neutral oil.
Each side of the container has a separate port with a screw on cap.
The side marked with Щ for щелочь (schcheloch) means lye or alkaline solvent.
The side marked with Н for нефт (neft) means oil.
New, never issued, just opened.
USSR original two neck oiler for lubricating and cleaning rifles.
Metal rounded bottle with a flat base for standing.
